The 14th issue of the Newsletter presents in its first article the summary and recommendations from the 7th EAN Workshop on "Decommisioning and Site remediation" (Arnhem, October 2003) answering the 4 questions:

  • Are we really implementing ALARA in decommisioning and remediation?
  • What is the role of the Stakeholders in the the decision making?
  • Are there factors that are specific to the non-nulear sector?
  • Are they still further needs for external dose prediction tools?

The second paper presents some recommendations from the International Conference on National Infrastructures for Radiation Safety (Rabat, September 2003).
The third paper presents the new Challenges for the European ALARA Network. An Analysis of a Radiological Incident concerning the Transport of gauges from a refurbished brewery becomes the incident case study n° 14, and a presentation is proposed of the future European Radiation Protection Training and Education Platform. Finally in the second announcement for the 8th EAN Workshop on "Occupational Radiological Protection Control and Self Assessment" is available with the Preliminary Programme and the Application Form.

The 13th issue of the Newsletter presents in its editorial a first assessment of the European ALARA Network. The first article shows how it is intended by Authorities to incoporate radiological protection features at the design stage of the future NPP planned to be built in Finland. The second article gives an overview of the EC funded IDEA project on the integration of new internal monitoring procedures and techniques into routine monitoring programmes. The third article is devoted to the presentation by the French Radiological Protection and Safety Authority of a proposal for a classification scale of radiological incidents and accidents occurring outside the nuclear sector (ie. not covered by INES). The summary of the SRP Meeting "ALARP: Principles and Practices" held in Oxford last April, follows as the fourth article. The now "traditional" description of an incident is also inside this issue. Finally, this Newsletter includes the first announcement of the 7th EAN Workshop ("Decommissioning and Site Remediation", held in Arnhem, the Netherlands, 29-31 October 2003) and the first announcement of the 8th one ("Occupational Radiological Protection Control through Inspection and Self Assessment", in Uppsala, Sweden, 22-24 September 2004).

The 12th issue of the Newsletter presents the very comprehensive action plan that has been developed since 1993 by the Consejo de Securidad Nuclear (the Spanish regulatory body) to reduce doses from industrial gamma-radiography facilities. An article provided by the IAEA describes a new system for categorising radioactive sources, based on the dangers posed from deterministic risks. A second document on the management of NORMs (see Newsletter 11) presents here the position the Czech regulatory body. Finally, we will have our 7th Workshop in Arnhem (the Netherlands) next October, seven years after the first one devoted to the same topic: decommissioning.

The 10th issue presents in the first paper the summary and conclusions of the 5th Workshop on “Industrial Radiography: Improvements in Radiation Protection”. The other two papers are dealing with harmonisation at the European level: it points out that there are still efforts to be performed to harmonise education and training of qualified experts and to reach mutual recognition. It also presents an Austrian study on the harmonisation of detection thresholds for practical implementation at boarders.

The 9th issue presents a picture of the situation on the implementation of the Basic Safety Standards into the national regulations of European countries. The second paper reminds us the comments made at the IRPA10 Congress (Hiroshima) by IRPA Member Societies on the evolution of the Radiological Protection.

The 8th issue provides a synthesis of the 3rd EAN Workshop on "Managing Internal Exposure". One main conclusion of this Workshop is that when the exposures are "predictible", the ALARA principle can be applied to controlling the doses but many efforts remain to be done to find or develop adequate dose monitoring techniques (particularly personal air samplers) and strategies appropriate to the optimisation of radiological protection. An important radiological incident in Spain is also presented as well as the radiological aspect of a refurbishment in Belgium.

The 7th issue of the Newsletter describes a new software, the VISIPLAN ALARA planning tool. This facilitates the calculation of dose profiles for different work scenario’s taking into account worker position, work duration and subsequent geometry and source distribution changes. A new Spanish Safety Guide, concerning the practical implementation of the optimisation of radiation protection, was also presented. It describes the distribution of ALARA responsibilities within the utilities and contractors firms.

The 6th issue of the Newsletter provides a report back on the second Workshop organised by the European ALARA Network. The topic of the workshop was ‘Good Radiation Practices in Industry and Research’. As well as a summary of the Workshop, this issue includes recommendations to the European Commission. In this issue the Secretary of the International Commission of Radiological Protection also presents the recent work of the Commission.

The 5th issue of the Newsletter presents some reviews of occupational exposure data from France and Spain. Comparison of such reviews provides valuable feedback experience to identify priorities. This issue also covers some matters addressed during meetings in Washington and Dublin on exposure of aircraft crew to cosmic radiation: namely doses are not trivial, protection options are limited, and therefore there are a number of scientific and policy issues that need developing.
